2007 vstar 1100 kumho 180/60r15

Mounted 4 different times bead will not seat about 10 inches on both sides have bounced used hammer wheel bearing greese dawn mr cleAn and 125 lbs air still no luck even sanded rim to try to help ( is a cast rim ) tubeless Need help badly is primary transportation .

Went and bought another tire measured 14 1/2 inches in bead still won't bead have used everything I could think of still no complete bead. Ready to burn it down what the hell does it take to bead a tire on a vstar 15 inch cast rim?
