Tire HELP!!! Empty Tire HELP!!!

OK, Here is what I have the tire is on the rim, but I can not get it to pop at 30 psi. I am using a firestone champion Car tire, and we have tried to air it up, and half of the tire will seat fine, but the other half the bead will not slip over the inner area of the rim causing to fold over. Anyone have any ideas? Last time I tried to use high air pressure the side wall gave out.

any ideas or help?
