Tire Width Puzzle Empty Tire Width Puzzle

I understand that it's possible to mount wider tires on smaller rims etc. For example I mounted a 215 Toyo Proxes on my VTX1800 rim that normally has a 180mm MC tire on it. I recently measured my "215" toyo and it's about 185mm wide. So what happened to the missing 30 mm? Does it stretch to 215 when mounted on a car rim? The footprint of the tire is very flat so I don't think it's distorted due to the MC rim.

This says the width is measured from outer sidewall edge to edge, thickness of the tire if you will. Now, I don't know if the tire is inflated, on a car or what for the measurement. But mounted and probably at the recommended psi.

I don't have a clue ,and have asked a couple of tire people sinse your first post. The only responce i got was , From one tire manufacturer to another actual tire sises will vary even though marked the same. RIDE SAFE LARRY S.
