What is the biggest tire I can get under that rear fender on a Neo?

that's actually a pretty short tire, the 60 or 65 profile is better, with the 65 being closest to stock, and yup, it'll fit.

I ride on a 205+60+60 GYTT, it has only a few credit cards worth of clearance under the fender and at the drive shaft...
