Pant leg Covers for cold weather.
I'm in 3 forums and I don't remember which one I saw this in. People wanting some thing to keep their pant leg bottoms from scooping up cold air. Try this web page, they have it covered.

I have some small short bungies that I can wrap around my pantlegs, easy on and off and elastic enough to not be too tight.
